Commissioning of the 2nd 65MW from Powertron II Sabah

The federal and state governments are committed and determined to resolve the electricity supply situation in Sabah. This morning, I accompanied Sabah Chief Minister Datuk Seri Panglima Musa Haji Aman to launch the commissioning of the 2nd 65 megawatt (MW) Powertron II.

With the commissioning of the second unit GT1B from GE France, this will thus strengthen the SESB Grid to 130MW under Open Cycle Operation from the Rugading Power Station. Total capacity for Powertron II will reach 190MW when fully operational in December this year. By then, it will help to alleviate the shortage of electricity supply. Hopefully,  we will achieve the SAIDI target of 700 minute at the end of this year.

INCANDESCENT LAMPS TO BE PHASED OUT GRADUALLY

The government will gradually phase out the used of incandescent lamps in its efforts to enhance sustainability of the energy sectors and to reduce emissions of greenhouse gases.

The main objective of implementing such a policy is to promote the used of more energy efficient lamps such as compact fluorescent lamps (CFL), fluorescent tubes, halogen lamps and light emitting diode (LED) lamps in place of the inefficient incandescent lamps.

Energy efficient lamps such as CFLs have the potential to reduce energy consumption by up to 80% as compared with incandescent bulbs. For example, an 11 Watt CFL lamp can give the same illumination as a 60 Watt incandescent lamp.  The comparison of the illumination levels of CFL and incandescent levels is as shown in the following table:

POWERTRON II @ KKIP Sabah rolled out 65MW today

This morning, accompanied by YB Datuk Seri Panglima Joseph Pairin Kitingan, Sabah Deputy Chief Minister cum Minister of Infrastructure Development, I launched the commercial operation of the first phase of the 65 MW gas turbine unit for the 190MW capacity combined cycle Ranhill Powertron II project. Hopefully, this first phase rolled out of 65MW will help to alleviate the power demand in Sabah.

I pledged to work towards achieving the System Average Interruption Duration Index (SAIDI) of 700 mins/consumer to fulfill the KPI set by YAB Prime Minister.

 

I sympathised and apologised to all Sabahans who suffered from frequent electricity disruption. I feel bad, I received SMS, phone calls, reports from elected representatives and also via my Blog on the electricity interruptions.

 

As I promised in my PC, I am very committed to solve the issue. My team will work towards achieving the target but we have to wait until Dec 31, 2010 to know if we have succeeded, and, more importantly, we will be transparent.

HoA: GIIG & CHALCO to develop an Aluminium Smelter Plant in Sarawak

I have just attended Heads of Agreement (HoA) ceremony between GIIG Holdings Sdn Bhd (GIIG) and Aluminium Corporation of China Limited (CHALCO) to jointly develop, own and operate an aluminium smelter plant in Samalaju Industrial Park, Bintulu, Sarawak.

World Future Energy Summit @ Abu Dhabi, 18 January 2010

The Prime Minister’s speech at the on-going World Future Energy Summit at Abu Dhabi, UAE this morning was indeed impressive and re-affirmed Malaysia’s position on the need to take concrete steps to combat climate change by each country.

Malaysia will be committed to do as much as she can to reduce GHG and to mitigate carbon dioxide emissions.

Electricity Supply @ Sandakan

As part of my “turun padang” routine, I flew to Sandakan on 14th Jan 2010 to have an insight into the electrical situation in Sabah.

I visited the Main Intake Substation at Sim-Sim. This substation has 15 mobile power generation sets with the ability to produce 20 megawatts of electricity. The first 10 MW has been operational since 15th October and the second 10MW on 7th December 2009.

These mobile generator sets cost the government RM25 million and it is one of the immediate actions to address the interruptions caused by the frequent breakdowns to the existing aging machines.

Executive Debriefing: Towards a Competitive Electricity Supply Industry for Efficient and Affordable Services

Akademi Sains Malaysia (ASM) has brought in an energy expert, Dr Fereidoon P. Sioshansi, based in MENLO ENERGY ECONOMICS, USA , who is hosted by Prof Ir Dr Halim Shamsuddin (UNITEN) under the Brain Gain Malaysia Programme.

This morning, I have the opportunity to join my senior officials from the ministry and other government agencies as well as players in the energy industry to attend an Executive Debriefing by Dr Fereidoon P. Sioshansi entitled: Towards a Competitive Electricity Supply Industry for Efficient and Affordable Services.  

The objective of the talk is to share ideas to develop a competitive energy industry and to provide quality and affordable electricity supply.

PENGECUALIAN PEMBAYARAN BIL ELEKTRIK RM20 DAN KE BAWAH KEPADA PENGGUNA DOMESTIK

PENGECUALIAN PEMBAYARAN BIL ELEKTRIK RM20 DAN KE BAWAH KEPADA PENGGUNA DOMESTIK SEHINGGA DISEMBER 2010

Kuala Lumpur, 17 Disember 2009 -  Menteri Tenaga,  Teknologi Hijau dan Air (KeTTHA), YB Dato’ Sri Peter Chin Fah Kui pada hari ini mengumumkan bahawa kerajaan telah bersetuju supaya pengecualian Pembayaran bil elektrik sebanyak RM20.00 dan ke bawah diteruskan hingga Disember 2010.

Pengecualian Pembayaran bil elektrik sebanyak RM20.00 dan ke bawah ini telah diperkenalkan pada Oktober 2008 semasa pembentangan Bajet 2009  dan pada asalnya tamat pada Disember 2009. Walaubagaimanapun, setelah pihak Kerajaan menimbangkan kedudukan ekonomi negara yang masih belum pulih serta keprihatinan ke atas golongan yang berpendapatan rendah, pihak Kerajaan telah bersetuju untuk meneruskan program ini sehingga Disember 2010.

Pemberian pengecualian bil elektrik RM20.00 dan ke bawah diberikan kepada pelanggan kategori domestik berasaskan kepada tuntutan sebenar bagi sesuatu bulan berkenaan itu.

How important is Bakun power to Peninsular Malaysia?

There is much debate recently on this question and I do not think that it will stop just because of this posting. Still as Minister of Energy, I must try to convey to readers of this Blog how I feel about the subject matter and hopefully provide some facts and to an extent some intelligent answers.

Let me begin from this point of view.  Bakun power is needed for Peninsular Malaysia based on the following reasons:

  • to ensure security of supply after 2015. Presently, there is a healthy generation surplus margin of nearly 50% and this margin will drop to 25% by the year 2015 as electricity demand will grow by 3 to 4 percent a year and there is no ‘plant-up’ plans from now until 2015.
  • to reduce dependency on fossil fuels which currently supply 90% of the power generation fuels in Peninsular Malaysia thus it is too dangerous to depend on this two rather limited and expansive fuel sources.
  • to ensure a reliable source of supply for the Peninsular as the Government is of the view that Bakun presents almost no fuel supply risks.
  • to provide a comparatively cheaper source of energy for the Peninsular consumers since the life  cycle analysis of electricity generation costs, Bakun power is still cheaper.

Of course, there are other permutations as to costs of transmission, safety issues and even economic risks as well. And there are yet others who argue that Bakun power should be allowed to stay in Sarawak and not brought over to Peninsular Malaysia. As I said earlier, the debate is not going to end with this posting. I am sure there will be other venues and opportunities for such debates to be done and conclusions drawn.

On the part of the Government, a decision on the matter has to be made. For reasons given above as well as the fact that the Federal Government has sunk in the capital investments, it has been decided that there is a necessity to bring  Bakun power (1,700 MW)  to Peninsular Malaysia commencing 2015 when the two submarine cables have been properly laid and becoming functional. This is as seen from the Federal agencies’ point of view and I am sure there will be other views. I am prepared to hear those who may not agree.
